Communication Manager (Tanger)

British Council Morocco operates Rabat, Casablanca and Tangier and we employ approximately 150 staff. Our activities are broad based, including a growing Exams business, and a sizeable portfolio of grant, partnership and externally funded English, Education, Arts and Society programmes and projects.

Poste :

Funded by the EU and delivered by the British Council with UK and French government partners, SRII aims to strengthen young people’s resilience – their ability to “survive and thrive” whatever pressures and hazards they confront. It will be implemented over three years (2017-2021) in five countries in the Middle East and North Africa. The program :

•      Engages young people in at-risk areas through activities that interest them, such as Active Citizens, sports, education, local governance, culture and social enterprise.

•      Helps young people to identify local issues and trains them to develop the networks and skills to respond

•      Mentors young people as they apply their skills to design and deliver social initiatives to enhance community life  

•      Trains CSOs to better communicate their work to young people and develop initiatives that create opportunities to engage local youth

•      Supports young people and CSOs to communicate their experiences to their local community and beyond.

Role description

To deliver the programme’s overall objective, Government, civil society and resilient youth in susceptible communities will design, deliver and communicate alternatives to violent extremism in susceptible communities, communications activity (delivered by a range of consultants) will include the following;

-       Developing wider communication and engagement strategy in support of achievement of programme outcomes – including attitudinal and behaviour change

-       Technical support to programme on research and analysis, campaign design and delivery, communications unit design

-       Communications related training and mentoring of government and civil society;

Consultancy Purpose

The Consultant will be responsible for development, monitoring and evaluation communications campaigns, and capacity building activity, which aim to deliver the project outcomes, working closely under the guidance and support of specialist colleagues but reporting in to the in-country British Council Project Manager.

Responsibilities:

  1. Lead in working with project partners to input to national level project plan.
  2. Contextualise concepts and co-develop strategic briefs, develop, deliver and evaluate campaign or capacity building activity.
  3. Support the development of partner brands, products, events and media campaigns – be they on behalf of government or CSO partners – in support of project outcomes
  4. Manage the procurement of and relationships with third party suppliers of communications services from either civil society or the private sector.
  5. Develop and manage all-media content development and public relations opportunities through appropriate news and cultural media outlets at local and national level.

Specific duties and responsibilities:

  • Work with partners and stakeholders to coordinate campaign activity
  • Work with partners and stakeholders to develop a campaign narrative and key messages for consistent delivery across all campaign platforms
  • Campaign planning and delivery, including project management (project delivery, financial management, and risk management)
  • Create campaign production schedules, monitor activity and notify stakeholders of relevant outcomes, fluctuations, and plans
  • Participate in selecting external agency suppliers and managing day-to-day relationships with them
  • Develop metrics and track integrated campaign effectiveness according to project standards and formats for internal reporting and system audit, and design and report to internal and external constituents on program outcomes/progress
  • Routinely collect and analyse data to troubleshoot, to understand issues and identify solutions; proactively plan for contingencies
  • Undertake quality control of supplier products, as agreed with Campaign & Delivery team
  • Ensure approvals are obtained on all appropriate activities
  • Prepare and disseminate regular summary reporting for senior management at national and central level

Location

The Consultant will work daily from the British Council office in Tangier. The consultancy will involve travel to parts of the country where the project is operating, and at times when campaigns or events are under development, may involve working long hours during evenings or over weekends.

Costs of travel and expenses will be agreed and claimed separately.

Governance

The Consultant will report to the British Council Senior Project Manager, though will operate in a matrix environment, meaning that guidance will be provided by the Regional Communication Strategist. A schedule of regular review meetings will be built into the activity programme.

Qualifications and experience required

  1. Successful candidates for these posts will be assessed against the following attributes:

35% - Profile – Experience, Skills, Knowledge (CV)

·         Experienced in account management for communication

·         Strong written, oral, interpersonal and presentation skills and the ability to interface with senior management effectively – in English and Arabic

·         Strong attention to detail and disciplined in project reporting and meeting deadlines

·         Experience working with youth target audience

·         Experience with government or civil society clients

35% - Quality – Evidence of relevant previous work (1 example)

·         Demonstrable success in creating impact, particularly with youth target audiences

·         Experienced in the development and delivery of social media campaigns

·         Evidenced networks among national media – TV, press and online

·         Creation of, and direct management of, the production and management of national public awareness/service campaigns that including TV, radio, outdoor, events, public relations, social media, and other to be defined tactics.

30% - Commercial – Day rate represents value for money (quote)
