The SOCIETE DE DEVELOPPEMENT DES SERVICES PUBLICS DE DISTRIBUTION S.A. is a Local Development company, whose missions are to participate in the management and development of Public Distribution Services, through, in particular, the following services:

  • Support in the field of finance and financial engineering, and in the mobilization and management of financing;
  • Monitoring and evaluation of the management and performance indicators inherent to Public Services;
  • Management of financing debts related to distribution activities;
  • Harmonization of common rules and processes concerning the management of Public Services.

Our company supports stakeholders in the electricity, drinking water, and liquid sanitation distribution sector, particularly the newly established GCTs (Groupments de Collectivités Territoriales) and SRMs (Sociétés Régionales Multiservices).


Job :

We are looking for an "HR Manager" profile with a "Master's degree (Bac+5)" in human resource management:

Main mission: To ensure the control of administrative and HR activities of distributors as well as the internal administrative management of the SPCR, ensuring compliance with practices, file tracking, and the smooth operation of support activities.

Main responsibilities:

  • Ensure the control of compliance of distributors' administrative and HR practices with legal, regulatory, statutory, and contractual requirements.
  • Monitor and analyze the administrative and HR activities of distributors through reports, indicators, and audits, and make necessary recommendations.
  • Ensure the correct application of staff statutes, social agreements, and HR procedures, as well as the compliance of human resource management decisions.
  • Ensure the follow-up of training programs and related agreements,
  • Ensure the administrative follow-up of SPCR staff files.
  • Supervise outsourced services, orders, audits, studies, and missions by ensuring coordination with stakeholders.
  • Produce and consolidate reports, dashboards, summaries, and deliverables for management and stakeholders.
  • Organize and monitor internal administrative activities for staff (leave, travel, planning, and administrative follow-up).
  • Contribute to the continuous improvement of administrative and HR processes and ensure compliance with quality, performance, and deadline requirements.
  • Support management in preparing reports, memos, presentations, and strategic documents.

    


Required profile :

Profile sought:

  • State diploma of Master's degree (Bac +5) or equivalent in human resource management;
  • Experience of 2 to 5 years in the field.
  • Good understanding of the statutory, social, and organizational rules applicable to delegated management contracts and the obligations set by law 83-21;
  • Good command of current Moroccan labor regulations;
  • Mastery of advanced Excel, HR ERP.
