Job :
Reporting to the Directorate of Medical Affairs, the Head of Pole Development and Organization will support the structuring and operational deployment of the medical, surgical, medico-technical, and outpatient poles of the Rabat International University Hospital.
They will contribute to the design of medical-nursing organizations, the formalization of patient pathways, and the coordination of cross-functional projects related to the opening and ramp-up of the institution. They will act as an interface with medical, nursing, administrative teams, and support directorates to ensure coherent, smooth, and appropriate organizations aligned with HUIR's ambitions.
Responsibilities:
Participate in the structuring and development of medical poles:
Contribute to defining the target organization of medical, surgical, medico-technical, and outpatient poles.
Formalize activity scopes, responsibilities, operating procedures, and interfaces between poles.
Support the structuring of medical specialties in line with the institution's medical project.
Participate in identifying priority activities for development according to HUIR's medical strategy.
Contribute to defining the governance models for the poles: meetings, decision-making processes, reporting, and monitoring indicators.
Oversee action plans related to the launch, development, and ramp-up of the poles.
Prepare meetings with medical directors, practitioners, nursing teams, and support directorates.
Participate in the design and optimization of medical-nursing organizations:
Contribute to designing the organizational models of the poles in conjunction with the Directorate of Medical Affairs, the Nursing Directorate, and relevant directorates.
Analyze the alignment between activity needs, medical resources, and paramedical resources.
Identify the organizational needs necessary for the smooth operation and ramp-up of the poles.
Optimize care pathways, patient flows, and operational interfaces.
Contribute to formalizing procedures, operating methods, and support materials necessary for pole organization.
Propose improvement actions to enhance the fluidity, quality, and efficiency of medical-nursing organizations.
Alert the Directorate of Medical Affairs about organizational risks, bottlenecks, and necessary decisions.
Contribute to the organization of patient pathways:
Participate in defining and formalizing patient pathways by specialty, service line, or pole, in close collaboration with the Nursing Directorate.
Identify critical interfaces between consultations, admissions, hospitalization, outpatient care, operating rooms, medico-technical platforms, billing, and patient discharge.
Improve pathways in coordination with medical, nursing, administrative, and support teams.
Identify risks that could impact the quality, safety of care, or continuity of treatment.
Contribute to implementing a patient-centered organization that meets the institution's quality standards.
Ensure cross-functional coordination of projects related to the poles:
Monitor the progress of projects related to the opening, structuring, and ramp-up of the poles.
Prepare, organize, and participate in cross-functional working meetings.
Formalize minutes, decisions, action plans, assigned responsible parties, and deadlines.
Ensure follow-up on commitments made with various stakeholders and facilitate the resolution of bottlenecks.
Required profile :
Master's degree (Bac +5) in healthcare management, hospital administration, public health, care organization, project management, or equivalent.
Proven experience of at least 3 years in a healthcare facility, medical department, hospital project management, or care organization.
Good knowledge of the functioning of healthcare and hospital structures in Morocco.
Good understanding of issues related to HIS (Hospital Information System), quality, admissions, billing, and medico-economic interfaces.
Proficiency in project management principles, cross-functional coordination, and change management.
Analytical, synthesis, and formalization skills.
Proficiency in basic office software, especially Word, Excel, and PowerPoint.
Rigor, methodology, sense of priorities, and autonomy.
Strong interpersonal skills with medical, paramedical, administrative, and institutional stakeholders.
