Orange Middle East and Africa operates in 17 countries in the Africa-Middle East region. Orange MEA represents one of the Orange Group's main growth territories, with over 154 million customers, 35 million active Orange Money customers, and 69 million 4G customers. As part of its digital transformation strategy, OMEA, through its Data & AI division, is accelerating the implementation of a unified data foundation to improve the quality, accessibility, governance, and replicability of data products and AI/Data use cases across all 17 subsidiaries.
Job Objectives:
Industrialize data quality and observability at the MEA level.
Ensure reliable, compliant, and usable data for KPIs, dashboards, AI models, and business use cases.
Accelerate the replication of Data & AI use cases between subsidiaries.
Main Mission:
The Data Governance Engineer manages operational quality, observability, and data governance to ensure the reliability and usability of MEA Data Products. The goal is to ensure that the data used by business KPIs, BI dashboards, AI models, and operational use cases remain consistent, traceable, and exploitable across the MEA region.
Main Responsibilities:
Define and implement MEA Data Quality & Observability standards.
Define and monitor quality indicators: freshness, completeness, consistency, availability, uniqueness, and compliance...
Implement quality gates and validation checkpoints with subsidiaries after ingestion, transformation, exposure, and during operation.
Build monitoring dashboards and alerting mechanisms.
Detect anomalies, quality drifts, and pipeline breaks before they impact the business.
Lead Root Cause Analyses (RCA), troubleshooting, and remediation plans with subsidiaries.
Monitor SLAs/SLOs and operational quality of critical Data Products.
Maintain backlogs of technical debt and manage continuous improvement plans.
Ensure reconciliation and end-to-end monitoring of data flows.
Maintain functional and technical data lineage.
Ensure complete traceability of data from source systems to dashboards and AI models.
Produce operational documentation, data contracts, and associated repositories.

Work with business teams, architects, Data Engineers, AI/Data squads, DPOs, security, and DevOps/Observability teams.
Contribute to multi-country regulatory compliance and Data Privacy issues.
Technical expertise expected
Implement quality controls on batch and real-time pipelines.
Definition and operational calculation of Data Quality KPIs.
Building monitoring and observability dashboards.
Management of quality gates and validation of dataset usability.
Good command of Data Lake, Data Warehouse, Streaming, APIs, and ETL/ELT architectures.
Good understanding of Big Data architectures: Kafka, Spark, batch and real-time processing.
Experience with Cloud environments, analytics, and industrial data platforms.
Experience in implementing Data Observability and operational monitoring solutions (ELK/OpenSearch, Soda, or equivalent) to monitor freshness, completeness, lineage, volume anomalies, SLAs/SLOs, operational run, and the health of batch and real-time pipelines.
Good command of indexing, centralization, and exploitation mechanisms for technical and application logs for monitoring and troubleshooting data flows.
Ability to instrument Data/AI pipelines with metrics, quality checks, alerting, and operational dashboards for proactive detection of incidents and quality drifts.
Experience in implementing automated controls for dataset usability before exposure to business dashboards, KPIs, and AI models.
Analysis and troubleshooting of data pipelines.
Root Cause Analysis and remediation of data incidents.
Understanding of Data Privacy issues, access governance, and regulatory compliance.
Main interactions
The role works transversally with business teams, data architects, Data Engineering teams, DevOps/Observability experts, AI/Data squads, DPOs, security, as well as with data correspondents from MEA subsidiaries.
Required profile :
Degree in Computer Science, Data Engineering, Information Systems, or equivalent.
You have more than 5 years of experience in Data: Engineering, Governance, Quality, or Architecture.
Experience in Big Data / Cloud / Analytics environments.
Good understanding of quality, observability, and industrialization issues for data platforms.
Experience in multi-country environments is a plus.
Knowledge of the telecom, financial services, or digital domains is a plus.
