The PUBLIC DISTRIBUTION SERVICES DEVELOPMENT COMPANY S.A. is a Local Development company, whose missions include participating in the management and development of distribution Public Services, through services such as:
- Support in the financial and financial engineering field, and in the mobilization and management of financing;
- Monitoring and evaluation of the management and performance indicators related to Public Services;
- Management of financing debts related to the distribution activity;
- Harmonization of common rules and processes concerning the management of Public Services.
Our company supports actors in the electricity, drinking water, and liquid sanitation distribution sector, particularly the newly established GCTs (Groups of Local Authorities) and SRM (Regional Multiservice Companies).
Job :
We are looking for a profile for the position of "Data Governance and Performance Analysis Officer" with at least 2 years of experience in data analysis, Business Intelligence, or performance improvement roles.
Main missions:
• Build, maintain, and disseminate the sectorial repository of performance indicators (definitions, formulas, sources, frequencies, and owners) as well as the business data glossary.
• Define and formalize data management rules, lead the network of data referents for SRMs, and establish the data collection schedule.
• Specify data quality control rules, monitor data quality by SRM, analyze detected anomalies, and lead data validation campaigns.
• Coordinate data validation before any publication or dissemination.
• Conduct comparative analyses between SRMs and trend analyses (technical, commercial, financial, and HR), and produce, if necessary, summary sheets, analysis notes, and recommendations.
• Contribute to the development of the annual performance report and benchmarking exercises, and monitor the implementation of SRM performance improvement plans.
• Collect and formalize business needs for data reporting, write the functional specifications for dashboards, and contribute to their functional acceptance.
• Support users and monitor the adoption of reporting tools.
Required profile :
Required education and skills:
- State diploma "BAC+5" (Or equivalent) in management control, Business Intelligence / Business Analytics, management, or data analysis. or similar.
- Significant experience (minimum 2 years) in data analysis, Business Intelligence, or performance improvement roles.
- Knowledge of data governance and quality principles and frameworks.
- Proficiency in data analysis and reporting tools (BI tools as a user, advanced spreadsheet software).
- Excellent writing skills (summary sheets, analysis notes, and decision-making notes).
- Knowledge of the water, electricity, and liquid sanitation distribution sector is an asset.
- Ability to work closely with other departments to integrate solutions and ensure their proper functioning.
