The Moroccan Foundation for Preschool Education (FMPS) embodies the unwavering commitment to making preschool education accessible throughout Morocco.
Since 2019, our foundation has grown significantly, expanding from a network of 350 to 22,000 preschool classes.
The Foundation operates on behalf of the Ministry of National Education, Preschool and Sports and manages 70% of Moroccan public preschools. We are dedicated to providing children aged 4 to 6 years with the essential foundations for a quality educational journey.
By collaborating with public, semi-public, and private sectors, as well as managing and training educational staff, we are shaping the future of preschool education in Morocco.
The network is managed by a central administration with 150 central staff members and a territorial administration with approximately 900 territorial staff working closely together.

Reporting to the Human Resources Department, your main responsibilities will be:
- To lead the Foundation's payroll and compensation policy, ensuring its fairness and compliance with current regulations;
- To oversee the management and control of the payroll budget while ensuring cost optimization;
- To develop and update procedures related to compensation and payroll budget management;
- To ensure the application of legal, regulatory, and collective agreement provisions regarding compensation;
- To monitor and analyze payroll budget management indicators to inform strategic decision-making;
- To contribute to the implementation of decision-support tools for workforce and payroll budget management;
- To supervise the management of variable and fixed payroll elements and ensure their reliability;
- To manage mandatory social declarations and ensure the quality and consistency of data in the payroll system;
- To coordinate studies and audits related to compensation and payroll budget;
- To produce dashboards and periodic reports on payroll budget changes;
- To advise the General Management on compensation strategies and market trends;
- To lead and monitor the payroll budget in collaboration with the relevant departments;
- To ensure the development and execution of projects and action plans for your division and report on them;
- To manage and evaluate the activities of the division's team.
- Hold a Master's degree (Bac+5) in HR Management, Finance, or Accounting.
- Have at least five (05) years of experience in compensation and payroll budget management.
- Proficient in HR tools and payroll management.
- Good knowledge of budget management techniques.
- Analytical and synthesis skills.
