Poste :

We are looking The PhD student will work on the research project “Water scarcity analysis and Optimal Water Allocation for security of supply in Morocco”. The aim of this project is to assess the water scarcity situation in Morocco in the long term and to develop scenarios for water supply in order to tackle the problems caused by population increase, agricultural water usage, climate change, and the emergence of renewable energy. In order to offer crucial data for investment and policy planning, as well as operational decision-making under uncertainty, the applicant will play a crucial role in using hydrologic forecast data in water allocation modeling.

Key duties:

- Conduct a state-of-the-art review on water scarcity in Morocco - Forecast long-term demand by sector - Compile a spatiotemporally distributed water consumption dataset for selected Moroccan river basins, taking into account a variety of industries and sectors including irrigated agriculture, urban supply, power production, industry, and ecosystems. - Create a hydro-economic optimization model with projections of water availability and data on water use to find the best regional water resource distribution strategies. - Determine the synergies and trade-offs between various Development Goals and the Moroccan water resources system as a result of planned policies and investments. - Propose supply scenarios based on workable options proposed in the review. - Evaluate investment requirements for each proposed scenario - Present results and publish in peer-reviewed journals. - Be involved in other projects at SAES College. Criteria of the candidate: The potential applicant must have a higher university degree (MSc or equivalent) in a relevant field (Economics or agricultural economics, water management, industrial engineering, other relevant fields…), and the ability to complete the doctoral studies within the targeted timeframe of four years.

Ideal candidate should be strongly self-motivated, keen to innovate, can work well in an interdisciplinary research environment, and with rigorous work ethics. He/she should be able to deliver outputs (scientific publications, presentations, and the dissertation) in the targeted timeframes, and according to the international standards of excellence. The skill set sought in an ideal applicant includes: - Strong interest in water policy, planning, management - Strong programming skills, preferably in Python or R, and other main data analysis and model development. - Good Acquaintance with Quantitative analysis (optimization, simulation, econometrics…) and software - Strong analytical and problem-solving skills - Familiarity with resource allocation modeling and optimization concepts would be a strong asset - Familiarity with decision support systems and real-time optimization would be a strong asset - English and French language proficiency - Good writing skills
